    The superintendent's Administration and Finance Division is the accounting link to the county's 47 school districts. It makes sure districts comply with complex budgetary and state reporting requirements. It monitors each district's budget, processing warrants and checks for the majority and performs audits making sure sufficient funds are deposited for payroll and commercial obligations. Administration and Finance also oversees and maintains retirement accounts for the county's public school employees. It provides computerized access to centralized financial records for districts, too. The division collects the funds and pays the bills for the superintendent's office, while maintaining complex budgets and overseeing purchasing procedures.

Electricity customer choice is returning to California (Electricity Customer Choice Survey from SPURR)

As of April 2010, nonresidential customers connected to any of the Pacific Gas & Electric, SoCal Edison, and San Diego Gas & Electric systems will be able to choose their power supplier. The utilities will continue to deliver and meter electricity for all customers.

2008-09 categorical revenue accruals – SCO Guidance

The State Controller’s Office has provided an advisory that will help resolve questions about how to book the 2008-09 categorical revenue accruals. The advisory is attached. In August we had recommended that school districts accrue the revenue.  This recommendation was based on consensus of several COE CBO’s, leading audit firms, CDE, and education finance consulting firms and relied largely on prior handling of deferred apportionments as accounts receivable. The SCO advisory provides the reasoning for the opinion that these categorical revenues should not be booked as receivables. The SCO concluded that these should not be booked because, unlike other revenue deferrals, the funding was un-appropriated in 2008-09 and re-appropriated as 2009-10 revenue.

FCC Notices on Broadband Access and the Schools and Libraries Program

The FCC has issued a Public Notice yesterday seeking comment on various issues related to broadband access in education and on modifications to the Schools and Libraries Program to improve broadband deployment to meet the instructional and informational needs of schools and libraries.  In addition, the FCC seeks comment on whether and how increasing broadband deployment to schools can affect or stimulate the adoption of broadband more widely in communities and whether and how the program can be structured to more effectively distribute available funding.  Comments are due November 20; reply comments are due December 11. The directions for submission are included in the attached NPB #15.
